A week or two before the event, so it can be read a few times as rehearsal. If you are ordering the printed keepsake, allow for shipping on top of that.

Is it still worth it after the event?

Yes, and many families order it afterwards - at that point it is a record rather than a rehearsal, and the dedication is where you say what actually happened.
